New Delhi: The University Grand Commission (UGC) has made it clear that eligible student shall not be denied scholarship/fellowship benefits due to non availability of Aadhaar Card. Although in earlier circular, the UGC had made Aadhaar Card mandatory for applying scholarship/fellowship benefits, now in an alternative for those students who don’t have Aadhaar Card, the applicant will have to provide other alternative documents for verification of identity of eligible students and concerned bank account.

In clarification of earlier letters dated 29.06.20.16 and 20.07.2016, now the UGC clarified that any student who have applied or wishing to apply for scholarship/fellowship shall not be denied benefit thereof due to non availability of Aadhaar No./Card. In such an eventuality, the applicant would have to provide an alternate means of verification of identity and concerned bank account to the satisfaction of the competent authority.

Earlier, as per the order of Ministry of Human Resources, the UGC had directed Universities/colleges/institutions that Aadhaar will be used as an identifier for availing benefits of the UGC scholarship/fellowship schemes. UGC will disburse all scholarships/fellowships under Direct Benefit Transfer (DBT) mode only and will be using Aadhaar number as identifier. Now, the norms are relaxed a little as in case of students having no Aadhaar Card, they will have to provide alternative documents for verification of identity and concerned bank account. However, the core principle of DBT remains intact.

Direct Benefit Transfer (DBT) is an initiative by the Ministry of HRD to remove leakages and delays. With this move it is expected that scholars/research fellows will get their scholarship/fellowship payments without any delays.
