New Delhi, 04 June 2020:   Shri Ramesh Pokhriyal `Nishank’,  Minister, Human Resource Development, Shri Hardeep S. Puri, MoS (I/C), Housing & Urban Affairs, and All India Council for Technical Education (AICTE) have jointly launched an online portal for `The Urban Learning Internship Program (TULIP)’ – A program for providing internship opportunities to fresh graduates in all Urban Local Bodies (ULBs) and Smart Cities across the country, here today (04 June 2020).

TULIP is a program for providing fresh graduates experiential learning opportunities in the urban sector. TULIP would help enhance the value-to-market of India’s graduates and help create a potential talent pool in diverse fields like urban planning, transport engineering, environment, municipal finance etc. thus not only catalyzing creation of prospective city managers but also talented private/ non-government sector professionals.

“It is essential for graduates to possess real-life skills desired by the job market. There cannot be a better environment than a ULB or a Smart City for experiential learning.”  said MoS H&UA  Shri Hardeep Singh Puri.

The new internship programme has been designed by the All India Council for Technical Education (AICTE) and the Ministry of Housing and Urban Affairs supported under the Smart City initiative of the Government of India.

The one-year internship programme has been introduced with an aim to improve the employability of the engineering students in the country designed to provide the engineering students with an exposure to the functioning of the cities. Developers are of the opinion that the new solutions for the ecosystem will develop through the programme creating new talent for absorption into the market.

The duration of the internship will be a minimum of 8 weeks up to 1 year.

Details of internship positions will be made available on the TULIP Portal. Applications for internship will be accepted through the portal only.

Amount of stipend/subsistence allowance/expenses would be payable at the discretion of the ULB/ smart city and there shall be no liability of providing any employment on the ULB or smart city, whatsoever.

This launch is also an important stepping stone for fulfillment of MHRD and AICTE’s goal of 1 crore successful internships by the year 2025. The digital platform powering TULIP enables discovery, engagement, aggregation, amplification and transparency. The platform is customizable and provides immense flexibility to both ULBs/ Smart Cities and interns to enable convenient access. Security features have been thoroughly tested and the platform has been made scalable, federated and transparent by design.

An MoU has also been signed between MoHUA and AICTE. The MoU, inter alia, lays down roles and responsibilities of AICTE and MoHUA over a period of 5 years. Technical support for the platform shall be anchored by AICTE and the programmatic non-technical support shall be anchored by MoHUA.

TULIP has been conceived pursuant to the Budget 2020-21 announcement by the Finance Minister Smt. Nirmala Sitharaman under the theme ‘Aspirational India’.
