New Delhi, 06 July 2020: In a meeting held today, the University Grants Commission (UGC) decided to advise universities and colleges to conduct final semester exams by September end.  The higher education regulator is against scrapping exams for graduating students.

UGC Guidelines for University Exams 2020:

In view of the safety, career progression and placements of the students and their larger interests, after consulting HMO and MoHFW, it has been decided that

  1. Intermediate semester students will be evaluated based on internal assessment (as per earlier issued guidelines).
  2. Evaluation of the terminal semester students which was to be done through examinations in the month of July, now their examinations will be conducted by the end of September-2020, following the guidelines laid down by Union Ministry of Health & Family Welfare.
  3. The terminal semester /final year students having backlog should compulsorily be evaluated by conducting examinations in offline (pen and paper)/ online/ blended (offline and online) mode.
  4. In case any students cannot appear for the final semester or final year exam in September 2020, the universities will hold a special exam after September 2020 for the same courses/papers.

Ministry of Home Affairs has also permitted conduct of examinations by Universities and Institutions. The final Term Examinations are to be compulsorily conducted as per the UGC Guidelines on Examinations and Academic Calendar for the Universities.

In a letter to Union Higher Education Secretary, Ministry of Home Affairs said  “The final Term Examinations are to be compulsorily conducted as per the UGC Guidelines on Examinations and Academic Calendar for the Universities; and as per the Standard Operating Procedure (SOP) approved by the Union Ministry of Health & Family Welfare.”

Amid COVID 19 pandemic, many states have already cancelled university examinations.  Many students and parents have protested against holding university examinations considering safety of students.
